It may be Swindon but not in 1971/72. By this time, Ark Royal was lying derelict at Barry. The five members of the D6XX Warship class were withdrawn at Plymouth Laira on 30/12/67. In July '68 as steam was drawing its last breath in the NorthWest 600 & 601 went to Woodhams at Barry - many Southern Pacifics were recent arrivals incidentally. 602/3 & 4 went to Cashmores. D 600 Active survived for some time but was cut up first. D 601 Ark Royal remained well in to the '70s together with a D 63XX amid ambitious preservation schemes. Steam took priority !! Extensively stripped and nigh on derelict, the North Brits. were a huge task and an equally big loss along with so many other pioneers - Kestrel, Falcon, DP2 and many others. It is truly incredible how much HAS survived.

I've just had another look at the scan and those around for a clue. Within a photo or two there is one which is definately Exeter St David's so this might just be Plymouth but the year is still a puzzle. It could well be earlier than 1971 but I don't think we will ever know for sure...
Now there's a challege.............

DEfinitely Woodham Bros. West Pond Site, Barry Docks. The chimney is part of the former Barry Railway/ Docks hydraulic plant.

I first went to Barry 18/10/69, and all three NBs were there then. This is likely to be pre '69. The tall tower in the background would lead me to think Newton Abbott, but just a guess
